為了解菲律賓絲綢產(chǎn)業(yè)發(fā)展現(xiàn)狀，增進(jìn)國際絲綢聯(lián)盟與菲律賓紡織絲綢機(jī)構(gòu)的交流互動(dòng)，10月10日，國際絲綢聯(lián)盟（ISU）秘書處受邀與菲律賓紡織研究所（PTRI）舉行了線上交流。菲律賓紡織研究所研發(fā)部主任Julius L. Lea?o Jr.，天然纖維應(yīng)用科主任、科研專家主管Jenneli E. Caya，絲綢項(xiàng)目聯(lián)絡(luò)員、高級(jí)科研專家Cheryl G. Lopez，國際絲綢聯(lián)盟秘書劉雙雙等10余人參會(huì)。
Cheryl G. Lopez介紹了菲律賓紡織研究所的基本情況，以及菲律賓絲綢產(chǎn)業(yè)概況。菲律賓紡織研究所是菲律賓科技部下屬的政府機(jī)構(gòu)，旨在為紡織行業(yè)和相關(guān)部門開展研發(fā)，將完成的相關(guān)研究轉(zhuǎn)讓給最終用戶或其他政府機(jī)構(gòu)的聯(lián)系單位，承擔(dān)技術(shù)服務(wù)和培訓(xùn)項(xiàng)目。在其天然紡織纖維計(jì)劃和項(xiàng)目中，絲綢作為菲律賓紡織業(yè)不可或缺的戰(zhàn)略材料，研究所的菲律賓絲綢計(jì)劃促進(jìn)了本國絲綢的全面加速增長與發(fā)展。
劉雙雙介紹了國際絲綢聯(lián)盟的基本情況及近期開展的工作。國際絲綢聯(lián)盟是國際協(xié)會(huì)聯(lián)盟正式收錄的國際絲綢行業(yè)組織，旨在推動(dòng)國際絲綢文化、教育、科研、設(shè)計(jì)、生產(chǎn)、標(biāo)準(zhǔn)與檢測、貿(mào)易、消費(fèi)等方面的發(fā)展與交流合作?，F(xiàn)有來自24個(gè)國家和地區(qū)的130余家成員單位，設(shè)有6個(gè)專業(yè)委員會(huì)，影響力輻射全球主要絲綢生產(chǎn)和消費(fèi)國。圍繞絲綢產(chǎn)業(yè)的國際化交流和綠色可持續(xù)發(fā)展，國際絲綢聯(lián)盟組織召開了“絲綢可持續(xù)發(fā)展國際智庫論壇”“蠶桑絲綢全產(chǎn)業(yè)鏈生命周期評(píng)價(jià)工作組會(huì)議”等，發(fā)布了《全面客觀評(píng)價(jià)絲綢產(chǎn)品生命周期倡議書》和“絲綢可持續(xù)”主題特刊，并組建了專家工作組，開展蠶桑絲綢生命周期評(píng)價(jià)研究。
雙方就現(xiàn)階段工作重點(diǎn)、可進(jìn)一步合作領(lǐng)域、以及絲綢產(chǎn)業(yè)的未來發(fā)展進(jìn)行了深入交流，菲律賓紡織研究所還進(jìn)一步表達(dá)了期待加入國際絲綢聯(lián)盟的意愿，希望增進(jìn)互動(dòng)，共同推動(dòng)絲綢產(chǎn)業(yè)的創(chuàng)新發(fā)展。
菲律賓紡織研究所（PTRI）
The Philippine Textile Research Institute (PTRI) is the lead government agency under the Department of Science and Technology (DOST) mandated to conduct research and development for the textile and allied textile sector, transfer completed textile and textile-related research to end-users or via linkage units of other government agencies, and undertake technical services and provide training programs. Among its programs and projects in natural textile fibers, the Institute's Philippine Silk Program promotes the integrated and accelerated growth and development of Philippine silk as an indispensable and strategic material for the textile industry in the Philippines.
The R & D on silk has been with the DOST-PTRI for more than 40 years now. The Institute has the technical capability and facilities to undertake silk research and development through the provision of 1.) disease-free silkworm eggs; 2.) appropriate technologies on mulberry propagation, silkworm breeding, and hybrid eggs production; 3.) silkworm rearing for cocoon production; 4.) cocoon processing/reeling, and 5.) textile processing. Its Technology Center in Misamis Oriental Province is the only R&D facility that is outside its central office in Bicutan, Taguig City, Metro Manila. It serves as the repository of the parent silkworm strains and provides the silk production technology requirements in the Southern Regions of the country. A smaller unit of silkworm germplasm facility in Benguet Province supplies the hybrid silkworm egg sources in some parts of the country's Northern Regions.
國際絲綢聯(lián)盟（ISU）
International Silk Union (ISU) is an international and specialized non-profit social organization in which enterprises and related organizations from the silk producing and consuming countries participate voluntarily. The secretariat is located in Hangzhou, China. Since its foundation in October 2015, there have been nearly 140 enterprises and organizations from 24 countries and regions joining ISU, including China, Italy, France, Switzerland, Brazil, Poland, Japan, Turkiye, Thailand, India, Vietnam, Cambodia, Myanmar, Indonesia, Singapore, the USA, Australia, Uzbekistan, Bangladesh, Laos, Iran, Pakistan, Romania and Hong Kong(China), among which there are 46 executive member units and 11 vice chairman units. Especially China Textile Engineering Society, Ufficio Italiano Seta, INTERSOIE France, Brazilian Silk Association, Vietnam Sericulture Association, Cambodia Silk Sector Promotion and Development Commission, and Iran Silk Research Center have joined as countries or regions, and their influence radiates to the world's major silk enterprises and research institutions. In 2020, ISU was included in the “Yearbook of International Organizations ”, Union of International Associations(UIA), becoming the first silk international organization in the UIA with the secretariat being located in China. In 2021, ISU signed a strategic cooperation agreement to establish a dialogue partnership with International Sericulture Commission (ISC), an intergovernmental international organization.
Adhering to the purpose of “Communication & Cooperation, Development with Concerted Efforts”, ISU actively docks international exchanges and cooperation, holds international conferences, organizes international inspections, and establishes the professional committees in silk field including History Culture, Education Research, Technical Innovation, Fashion Design, etc. In order to smooth information exchanges, ISU establishes the official website of “World Silk Website” and Self-Media Matrix, hosts the proceeding of ISU News , co-hosts the professional journal of Journal of Silk , which integrates the journals, official bilingual websites, WeChat, Toutiao, Sohu, Baijia and Tencent, etc., promoting the international integration and development of silk culture and industry.
